IOM says a Medicare geographic value index would be unfair

An Institute of Medicine committee recommended Medicare not use a geographic value index to link payments to health benefits and costs in specific U.S. regions, saying it would be unfair to practitioners. The committee said to improve outcomes and lower Medicare costs, the CMS and Congress should instead make data on spending and outcomes more accessible to researchers, continue to test incentives for the integration of care delivery and move faster to adopt new payment models if evaluations show increased value.
