Survey finds SEC effectiveness blunted by low morale, problems

Low morale, poor communication and inadequate systems that monitor employee performance and promotions are undermining the effectiveness at the Securities and Exchange Commission, according to a Government Accountability Office report. Employees and management who were surveyed also cited a lack of trust between staff and management and a "siloed" office culture as problems.
