Vermont's health reform focuses on quality, costs

Vermont's health care system overhaul doesn't include universal coverage, but instead focuses on cutting costs and improving quality through prevention, care coordination and chronic disease management, along with new health IT tools. Hospitals and insurers helped pay for the plan, and the state raised the tax on cigarettes and collects penalty fees from businesses that don't offer insurance for workers.
