New rule won't punish bank workers for minor offenses

The Federal Deposit Insurance Corp. in December quietly adopted changes to a federal rule aimed at stopping executive misconduct -- a rule that inadvertently cost some lower-ranking bank employees their jobs, documents show. Some workers lost their jobs for minor infractions committed decades ago, but the rule now makes a distinction between petty crimes and felonies.
