Cities look to ACA exchanges to help ease budget woes

Detroit joins a growing list of cities and municipalities considering shifting retirees too young for Medicare to Affordable Care Act exchanges. The federal government had expected some retirees to begin purchasing subsidized policies through exchanges, but a large shift could overwhelm the federal budget, experts say.
