Study: NIH grant review system needs overhaul

A study of the NIH grant peer-review process found the selection system fails to account for individual reviewer bias and places a lot of weight on panel members who haven't read every proposal. The researchers suggest an alternate system that would affect about 25% of grant awards, mainly the smaller grants.
