The Alabama Department of Environmental Management's imposition of a 90-degree limit on water discharges coming from the Tennessee Valley Authority's Browns Ferry plant doesn't make sense on warm days when the Tennessee River water is already hot, argues Eric Fleischauer. Instead, ADEM should focus on the river's temperature changes that are caused by the plant, he writes.
