Lot owners' group alleges Wash. city illegally reduced developer's bond

Residents of a Sequim, Wash., neighborhood allege that city officials illegally released a surety bond of more than $700,000 to a developer who left streets unfinished. The remaining bond is not enough to pay for the final improvements on the development's eroding streets, city officials said. The city manager said he does not think it is the municipality's responsibility to pay for the completion of the work on the private streets.
