A Transatlantic Trade and Investment Partnership between the U.S. and the EU would essentially be a manufacturing trade and investment agreement. Just under half of all U.S. exports to the EU are in manufactures, more than all services combined, and imports from the EU reflect a similar dominance. While issues such as food and agriculture will draw much of the political attention, negotiators shouldn't allow them to derail the discussion, as there's too much to lose if we don't come to a mutually beneficial agreement.
