The Milton, Del., town solicitor has been instructed by Town Council to write a letter seeking a developer's action on unfinished subdivision work. Residents have expressed concern over the lack of a performance-bond requirement for the subdivision, but the letter calls for a note and mortgage worth 100% of the cost for the uncompleted work. If roads aren't finished, "the town would foreclose on the mortgage and sell the property to get money the town could then use to pave the roads. The town is trying to seek a compromise," said solicitor Seth Thompson.
