Congressman says IRS letters could intimidate small-business owners

Rep. Sam Graves, R-Mo., wrote a letter to the IRS' commissioner for small businesses and the self-employed expressing concerns about the possible threatening nature of letters the agency is sending out. Graves said the letters, which are meant to inform business owners that they might have under-reported their income, could intimidate owners of small businesses.
