Friday fact-check: Paul Ryan right to question shutdown strategy

Rep. Paul Ryan, R-Wis., was right to argue that provoking a government shutdown wouldn't necessarily lead to the defunding of the Affordable Care Act, Louis Jacobson writes. While such crises are always somewhat unpredictable, there's little reason to think the health care law would be hamstrung by a shutdown. "For various reasons, most key parts of the law -- the insurance marketplace, the premium subsidies, and the taxes and regulations -- should continue unimpeded," Jacobson writes.
