NTSB urges seats for young children

The Federal Aviation Administration should do away with rules allowing parents to fly with small children in their laps, according to a letter from the National Transportation Safety Board. The recommendation aims to provide "the same level of protection as all other persons," including children under the age of 2, some of whom have been injured or killed in accidents, the NTSB argues.
