When will small businesses pick up hiring again?

Many small-business owners appear ready to pick up hiring again as soon as the economy shows signs of a more permanent recovery, writes Rieva Lesonsky. "Like racehorses champing at the bit, they're itching to be able to hire, move forward and grow their companies -- but economic uncertainty is holding them back," she writes. She cites data from Intuit that show businesses with fewer than 20 employees added about 40,000 jobs in July, down slightly from June, but wages and hours edged higher, meaning businesses are asking existing employees to work harder.
