Mexico moves toward private investment in energy sector

Mexican President Enrique Peña Nieto has proposed changes to the constitution that would allow private investment in the development of oil and gas resources. Investors, including U.S. oil companies, could participate through profit or risk sharing with state-run oil company Petroleos Mexicanos. Foreign firms would not be allowed to directly own oil they produce in Mexico.
