Homeland Security tests terrorist targets in Houston

Houston has been selected as a test site for the Department of Homeland Security to determine how vulnerable potential targets are to terrorist attacks. The city's oil refineries and chemical plants are seen as prime targets for the types of homemade bombs that are being used against U.S. troops in Iraq and Afghanistan.
