Minnesota to "Rebuild St. Paul" with $1B in development

Minnesota has some 15 projects worth $1 billion as part of its "Rebuild St. Paul" program. The projects, slated to begin between now and 2012, are expected to create 3,000 new jobs. Among the projects are a mixed-used development known as the Penfield, a $2.2 million Highland Aquatic Center and a light-rail project.
