Common core participation not required for NCLB waivers, Duncan says

States can qualify for No Child Left Behind waivers without implementing the Common Core State Standards, Education Secretary Arne Duncan said Thursday. The states not adhering to the common core -- Texas, Alaska, Virginia and Vermont -- still could qualify for waivers by demonstrating that they have high standards, he said. "I like common [standards], but what is most important to me is high standards," Duncan said.
