Report analyzes which groups are more likely to be spanked at school

More than 200,000 U.S. students annually are spanked or paddled at school in the 21 states that allow corporal punishment, according to a new joint report from the American Civil Liberties Union and Human Rights Watch. The groups are also calling for a national ban of the practice. Black students and children with disabilities are disproportionately disciplined using such methods, the report said.
