States' rules complicate federal power plant standards

A majority of U.S. states have some kind of renewable portfolio standard, which is among the factors expected to complicate Environmental Protection Agency efforts to craft standards for power plants. The EPA may be limited to issuing guidelines for states rather than binding rules, says industry lawyer Jeff Holmstead of Bracewell & Giuliani.
