Ind. schools chief: NCLB waivers will give states freedom to innovate

While congressional reauthorization of the Elementary and Secondary Education Act is preferred, Indiana state schools chief Tony Bennett writes that the No Child Left Behind waivers offered by Education Secretary Arne Duncan offer a practical solution, too. Bennett, who is chairman of a coalition of state education leaders dedicated to reform, writes that an effective waiver system should maintain the accountability measures that are paramount to the federal education law and should reward reform-minded states.
