Andrew "Buddy" Donohue's plan to leave the Securities and Exchange Commission raises questions about whether the regulator will ultimately limit the use of 12(b)-1 fees to their original objective. Donohue has been a "driving force" behind the effort, industry experts said. In November, he will leave as director of the SEC Division of Investment Management.
