Silverstein, Port Authority near deal on WTC towers 3 and 4

Larry Silverstein, developer of the World Trade Center towers, may finally get the financing he needs. The Port Authority of New York and New Jersey is expected to approve $1 billion in public financing and subsidies for Tower 4, a 64-story skyscraper. If Silverstein meets certain conditions, he could potentially pull another $600 million in financing for Tower 3, a 71-story office building.
