Calif. schools chief requests NCLB waiver

Tom Torlakson, who heads California's schools, has joined with education officials from other states in seeking relief from a No Child Left Behind provision that would classify many low-income schools as failing. The schools then could face sanctions, including their closure. The Obama administration has indicated states that implement certain reforms might be granted waivers, but Torlakson objected to unfunded requirements and wrote in a letter to federal officials that such "new legal mandates" should fall under Congress' domain.
