Small-business lending declines even as banks return to health

The Federal Deposit Insurance Corp. reported reduced bank failures and increased profit for the second quarter. Lending also increased, but small business was not the recipient. While the total portfolio of commercial and industrial loans expanded by $34 billion, small-business loans dropped $2.5 billion, or 0.4%.
