Maverick chancellor rips into failing D.C. school system

Michelle Rhee, chancellor of schools for Washington, D.C., had never managed a school before her appointment last year. Now she's assailing stagnation in a system that has 10,000 employees and a budget of nearly $1 billion. She's closed 23 schools, canned 15% of the HQ staff, fired 250 teachers and bought out more than 200 others.
