USTA, telecoms seek reversal of new FCC phone rules

The U.S. Telecom Association and local phone companies SBC, BellSouth and Qwest yesterday asked a federal court to toss out new FCC rules requiring incumbent carriers to lease their phone lines at wholesales rates. The companies say they are collectively losing as much as $180 million per month because of the regulations.
