Opinion: Immigration reform needs to start within borders

Newspaper editor John Hughes writes "the crux" of the immigration problem is the 11 million people who are in America illegally, and he pushes for a compromise between two congressional bills that would help these immigrants gain some form of legal status. "What's needed is some form of temporary legal work permit for those who come here, and then strict enforcement of the immigration laws presently being broken," Hughes writes.
