The U.S. could need until next year to give final approval to TransCanada's Keystone XL pipeline, observers say. The State Department is concluding its review of comments about the project's draft environmental study, and then it would start a 90-day assessment to determine whether the project is in the national interest of the U.S. "This is a process that is controlled by the Department of State, not TransCanada," TransCanada spokesman Shawn Howard said.
