Analysis of Pell Grant program is subject of new report

The Congressional Budget Office has released a report outlining a dozen ideas for improving the federal Pell Grant student loan program. The report notes a 43% real increase in the average grant amount, as well as an 80% rise in the number of Pell Grant recipients between the 2006-07 and 2010-11 award years, with the higher number of recipients seen as the most significant factor in driving up costs. The report comes as Congress considers reauthorization of the Higher Education Act.
