Pending satellite bill is seen as a vehicle for retrans changes

The re-authorization of the Satellite Television Extension and Localism Act is seen by some as an opening for changing the retransmission-consent process. "Right now it's our only chance because it's the only piece of legislation that deals with broadcast carriage, is moving and has to be acted on. It's not the only opportunity, but other opportunities will take more work," said Matt Polka, head of the American Cable Association.
