R.I.'s halt of liquor sales tax also brings excise tax increase

Rhode Island's budget, passed in June, included the elimination of a 7% sales tax on wine and spirits starting Dec. 1 in an effort to discourage shoppers from purchasing alcohol in Massachusetts, where the tax is lower. The Legislature, however, also passed an increase in the excise tax, which some wholesalers and liquor store owners say will force them to raise their prices.
