Report: Charters pinch district budgets

New York charter schools drained between 0.4% and 5.88% of district budgets during 2003-04 and posted mixed results on state exams in that same period, according to a state analysis. The New York Charter School Association responded that charters have lower per-pupil public funding than traditional schools have.
