Marriage bill slowed by legal issues

A bill to allow same-sex marriages in South Africa may need to be amended after the country's legal advisory board raised questions over whether it meets the requirements to last year's high court ruling ordering the government to extend marriage rights to gays and lesbians. The State Law Adviser also cited concerns over a provision that would give civil marriage officials the ability to refuse to authenticate same-sex marriages, if they object to them on moral grounds.
