Small-business owners tell Congress they can't find skilled workers

Research finds that about half of businesses are having a hard time getting qualified employees, indicating the high unemployment rate might be caused by a misalignment of business needs and employee skills. "[P]rivate, industry-led portable skills certification programs have emerged as an effective way to train and educate our workforce to meet these new demands," said Sam Graves, chairman of the House Small Business Committee, which heard testimony about the issue Thursday.
