Border battle: Physical barrier winning out over virtual fence

Ballooning costs for a wire-and-mesh fence along the U.S.-Mexico border are choking off funding for the Boeing-built "virtual fence" originally intended to fill in the gaps. U.S. Customs and Border Protection plans to delay work on the virtual fence, shifting dollars to the physical barrier that is $400 million over budget.
