Fracking bill clears Calif. Assembly

A bill that would impose tough regulations covering hydraulic fracturing cleared the California Assembly. Under the measure, energy producers would need to secure a permit before fracking, disclose the chemicals used in the drilling technique and monitor groundwater near wells. The bill has the strictest of regulations, but the industry would follow the rules, said Rock Zierman, CEO of the California Independent Petroleum Association.
