Santa Monica, Calif., officials might loosen ban on animated signs

The city council in Santa Monica, Calif., will consider an amendment to the city's sign code to allow animated signs for school uses and public safety purposes. Animated signs are banned under city codes for all uses except directing traffic and minimizing congestion, but public schools that fall under state laws have them and changing the city's rules would allow them in private schools as well.
