HHS proposes rule to enhance patients' health info access

HHS is proposing new rules to give individuals more rights to access their medical information. The new rule, which would require laboratories to provide test results to patients or their representatives, is expected to amend the Clinical Laboratory Improvement Amendments of 1988 and the Health Insurance Portability and Accountability Act of 1996. The proposed rule will be open for public comment.
