Iowa ratchets up rules on restraint:

After two lawsuits against Iowa schools' use of restraint, the state education board last week voted to limit the use of time-out rooms and require teachers to seek out administrative permission before confining students for more than one hour. Iowa parents and disability advocates say schools overuse time-out rooms, but some school officials disagree.
