EU bank-resolution plan faces legal doubts

European Council lawyers are questioning the legality of the proposed Single Resolution Mechanism, which would create a unified system to wind down failed banks. "The proposal does not contain a robust system to guarantee the budgetary sovereignty of Member States, notably throughout the transitional period during which the target funding level has to be achieved," according to a document by them.
