U.S. looks to implement oil-drilling deal with Mexico

Legislation to implement an agreement between the U.S. and Mexico to cooperate on offshore drilling is under consideration by the Senate Energy and Natural Resources Committee. The panel has set a hearing Oct. 1 to discuss both House and Senate bills on the Transboundary Hydrocarbon Agreement. The bills differ on whether companies involved should be exempt from Dodd-Frank Act requirements.
