FCC urges court to retain program-access law for cable rivals

Federal provisions that guarantee cable's competitors access to programming in which operators own a stake must be retained, the FCC urged in a filing to a federal appeals court that is hearing a cable-industry attempt to abolish the protection. The FCC argued that it was "baseless" to argue that competition was strong enough to support repeal of program-access provisions.
