ACC: EPA's greenhouse-gas emission rules will hurt American industries

Most states are ready for the Environmental Protection Agency's pending implementation of greenhouse-gas-permitting programs, according to the National Association of Clean Air Agencies. Cal Dooley, president and CEO of the American Chemistry Council, said that GHG regulation, which covers stationary sources such as chemical plants, "is one of the top challenges facing American business today. ... Proposed steps such as a codification of the 'tailoring rule' have not resolved the confusion nor provided needed certainty and will not protect the vast majority of American businesses affected by the rules."
