DOT awards $31M for rail upgrades in Washington state

The Department of Transportation is giving Washington state $31 million for passenger rail enhancements, including $16 million for mudslide-prevention projects. The rest of the money will go to help build a new rail access route to the Port of Vancouver, Wash.
