EU takes aim at troubled banks' derivatives trades

EU regulators should have authority to write down the value of outstanding derivatives trades issued by failing banks, according to a draft EU document. Losses could be imposed on "as wide a range of the unsecured liabilities of a failing institution as possible", according to the document. This might include "derivatives that are not fully secured by collateral".
