New Zealand considers proactive approach to turning schools around

Government officials in New Zealand say that more and better student data is making it easier to decide to take over failing schools. Officials say they are considering a new approach to helping turn around struggling schools, such as intervening earlier rather than taking control from a board only after certain other measures have been taken.
