HARP expansion targets borrowers who are underwater but current

The expanded and extended Home Affordable Refinance Program has not been marketed as heavily as the government's loan-modification initiative for struggling borrowers, the Home Affordable Modification Program. Now, the Federal Housing Finance Agency is launching a public service campaign to find borrowers eligible for HARP. Borrowers must be underwater but current on payments.
