Federal court may decide small-business "set-aside" dispute

Two government agencies are battling over whether billions of dollars in government contracts will be earmarked for small businesses, with each side bolstered by government regulations. The Small Business Administration says the Small Business Act requires small contracts to be set aside for small business, but the General Services Administration maintains the rules of the Federal Supply Schedule allow small businesses to be exempted from contracts.
