Visa: Small merchants can be data culprits

Many mom-and-pop shops don't follow the rules when it comes to protecting their customers' data, The Wall Street Journal reports. More than 80% of incidents involving unauthorized access to card data since 2005 have involved small merchants, according to Visa USA.
